Houston Harbaugh Attorney Shelly Pagac Ranked Pittsburgh Top 50 Super Lawyer for Second Consecutive Year

Employment and Labor Practice Group chair ranks among the highest point-scorers of all attorneys selected to the 2026 Pennsylvania Super Lawyers list.

Houston Harbaugh, P.C. is proud to announce that Shelly R. Pagac, Director and Chair of the firm’s Employment and Labor Practice Group, has been named to the 2026 Pennsylvania Super Lawyers Top 50 Pittsburgh list. The distinction places Pagac among the top 50 attorneys in the Pittsburgh region as measured against the full pool of lawyers selected to this year’s Pennsylvania Super Lawyers list, which were 2,679.

Super Lawyers, a Thomson Reuters publication, rates outstanding lawyers across more than 70 practice areas through a rigorous, multiphase selection process that combines peer nominations, independent research, and evaluation by a panel of attorneys in each specialty. Fewer than five percent of lawyers in Pennsylvania earn a place on the annual Super Lawyers list. Of that already select group, only the 50 attorneys with the highest overall point totals in the Pittsburgh region are named to the Top 50 list, making it one of the most competitive honors the organization grants.

Pagac has been recognized as a Pennsylvania Super Lawyer in the field of Employment Litigation every year since 2013, and this marks her third Top 50 Pittsburgh selection, following prior recognitions in 2015 and 2025. With more than three decades of experience, she counsels and represents employers on the full range of workplace issues, including employment agreements, discrimination claims, wage-and-hour compliance, employee handbooks, terminations, and labor and union relations. She is also a certified mediator approved by the U.S. District Court for the Western District of Pennsylvania and has served as a Hearing Officer for the Disciplinary Board of the Supreme Court of Pennsylvania since 2020.
