Houston Harbaugh Welcomes Shelly R. Pagac as Chair of Employment and Labor Practice Group

Houston Harbaugh, P.C. is pleased to announce that Shelly R. Pagac has joined the firm as a Director and Chair of the Employment and Labor Practice Group. Shelly will play a key role in expanding the firm’s employment law services and strengthening its commitment to supporting employers across various industries.

Shelly brings a wealth of experience defending employers in various employment litigation matters in state and federal courts. In addition, she counsels businesses on a broad range of employment matters, including non-compete issues, wage and hour compliance, and workplace investigations. She is a trusted advisor to executives, business owners, and human resource professionals helping them navigate the complexities of employment and labor laws while fostering positive workplace cultures.

A recognized leader in workplace investigations, Shelly has extensive experience assisting employers with harassment, discrimination, and misconduct claims, as well as providing training programs to mitigate legal risks. Additionally, she is an approved mediator for the Federal District Court for the Western District of Pennsylvania, leveraging her skills in alternative dispute resolution to help businesses resolve workplace conflicts efficiently.

Shelly is widely respected within the legal community, having been selected for inclusion in The Best Lawyers in America® for Employment Law and Litigation – Labor and Employment, as well as being recognized as a Pennsylvania Super Lawyer for over a decade. She is a Hearing Officer for the Disciplinary Board of the Supreme Court of Pennsylvania and a Planning Committee Member and frequent speaker for the Allegheny County Bar Association Employment Law Seminar.

Beyond her legal work, Shelly is dedicated to community involvement and has held leadership roles with organizations such as Quantum Theatre, currently serving as Secretary, Pittsburgh Action Against Rape, and the Allegheny County Bar Association.
