Gary J. He received his law degree from Duquesne University School of Law, and a Bachelor of Arts degree in English and Mathematics from Westminster College.
John D. Houston, II is a founding member of Houston Harbaugh and has been practicing law since 1966. His practice is concentrated in the areas of healthcare, general corporate matters, and estate planning and wealth preservation. He received his law degree from George Washington University, and he received a Bachelor of Arts degree from Haverford College.

Anna Bamonte Torrance, a member of the firm’s Health Care Law department, concentrates her practice in the area of healthcare law and litigation. James H. Webster, a Director and leader of the firm’s Public Finance practice, has been recognized for 11 consecutive years. He has represented the Commonwealth of Pennsylvania, Counties, School Districts, Municipalities, Authorities and Industrial Development Authorities in a career spanning more than 25 years in municipal finance. Jim received his law degree from Washington & Lee University School of Law, and he received a Bachelor of Arts degree in History from Denison University.
