Two New Judges Join District Courts in the Third Circuit
On October 17, 2023, the U.S. Senate confirmed the nominations of Julia K. Munley and Jennifer L. Hall to the U.S. District Court for the Middle District of Pennsylvania and the U.S. District Court for the District of Delaware, respectively.
Julia K. Munley earned a bachelor’s degree from Marywood University and a juris doctor from the Dickinson School of Law. After one year as a law clerk for the Superior Court of Pennsylvania, Judge Designate Munley joined Masterson, Braunfeld, Maguire & Brown in Norristown, Pennsylvania in 1993 before becoming as an associate at Mazzoni & Karam Law Offices in Scranton in 1995. From 2001 through 2016, she worked as a trial attorney and partner at Munley Law in Scranton. Since 2016, Judge Designate Munley has served as a judge on the Lackawanna County Court of Common Pleas. The U.S. Senate confirmed her nomination by a 52-45 vote. She will become a U.S. District Judge upon receiving her judicial commission.
Jennifer L. Hall earned a bachelor’s degree from the University of Minnesota, a master’s degree and doctorate from Yale University, and juris doctor from the University of Pennsylvania. She served as a law clerk to Judge Sharon Prost on the U.S. Court of Appeals for the Federal Circuit from 2006 to 2007 and Judge Kent A. Jordan of the U.S. Court of Appeals for the Third Circuit from 2007 to 2008. Judge Designate Hall worked as a patent lawyer at Fish & Richardson P.C. in Wilmington, Delaware from 2008 to 2011 before serving as an Assistant U.S. Attorney for the U.S. District Court for the District of Delaware. Since 2019, she has served as a U.S. Magistrate Judge for the U.S. District Court for the District of Delaware. The U.S. Senate confirmed her nomination by a 67-29 vote. She will become a U.S. District Judge upon receiving her judicial commission.

Samuel H. Simon - Practice Chair
As co-chair of Houston Harbaugh’s Litigation Group, Sam focuses his practice on commercial/business litigation. Sam regularly represents clients in the construction, manufacturing, oil and gas, and wholesale/retail/ distribution industries, as well as individuals in matters such as:
